Amendments to submitted planning application

Following recent confirmation by Central Government that mandatory second staircases will be required for buildings over 18 metres in height, some minor design amendments have been made to the building on Kensington Church Street which will accommodate the new health centre and the affordable housing. The detailed documentation for the amendments is available on the Council’s website.

The following now applies as a result of incorporating a second stairwell:

  • Maintenance of affordable housing and medical floorspace to the same areas as previously proposed (Gross Internal Area: 2,104m2 and Gross External Area: 2,475m2 );
  • Continued provision of 8 affordable residential units, although the mix will change from 4no. three-bedroomed/five person and 4 x two-bedroomed/four-person to 4 x two-bedroomed/four-person and 4 x one-bedroomed/two-person units. These units will continue to meet and exceed the Nationally Described Space Standards (NDSS);
  • Overall affordable residential floorspace has marginally increased to 1,351 m2 (previously 1,320 m2);
  • A marginal reduction in medical floorspace by 28m2 (GIA) so that it is now 756 m2, remaining in excess of the Council’s draft Site Allocation SA10 of 650 m2. Positive discussions continue with the NHS on the delivery of the new health centre based on the slightly revised floorspace;
  • The tenure of the affordable housing will remain as social rent and this will be secured through the Section 106 legal agreement; and
  • Very minor elevational changes to the rear of the building facing west with the window locations reflecting the internal layout amendments. No new windows have been introduced with the exception of those to the second stair. Other windows have been rationalized. Updated elevations and accurate visual representations have been provided to illustrate this amendment.

Remaining tenants at Newcombe House

As explained in our previous update, all remaining tenants on Notting Hill Gate/Kensington Church Street have now left as planned. The new locations of the tenants where applicable are indicated on the individual units. Waterstones customers are being redirected to the nearest store which is at 130 Kensington High Street.

Internal strip out of vacated units

As previously advised, contractors are now working inside the vacated Notting Hill Gate/Kensington Church Street units and soft strip out is underway, which means the removal of any movable fixtures and fittings. Removal will take place in as considerate fashion as possible. These are preparatory works scheduled until the end of 2023 and in advance of the eventual planned demolition should planning approval be granted. The working hours are 0800 to 1800 on weekdays only.
